INVITATION FOR EXPRESSION OF INTEREST (EoI) FOR CONSULTANCY SERVICES

  1.       INTRODUCTION

The Obafemi Awolowo University Teaching Hospitals Complex hereby invites all interested, qualified and reputable Consultancy Firm with relevant experience and tract record for Invitation for Expression of Interest for the following project which would be operated on concessional arrangement.

  • SCOPE OF SERVICES

LOT 1MANAGEMENT OF AMENITY WARD AT WESLEY GUILD HOSPITAL, ILESA
  • ELIGIBILITY REQUIREMENTS

Interested Consultants are required to submit their Firm’s documents in sequential order as listed below

  1. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including Form CAC1.1 or CAC2 and CAC7;
  1. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2022, 2023 and 2024) valid till 31st December, 2025;
  1. Evidence of Pension Clearance Certificate valid till 31st December, 2025, (this requirement is only applicable to Bidders whose numbers of staff is 15 and above).
  1. Evidence of Industrial Training Fund (I.T.F.) Compliance Certificate valid till 31st December, 2025 (requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above).
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by the Bureau of Public Procurement
  • Sworn Affidavit disclosing whether or not any Officer of the relevant Committees of the Obafemi Awolowo University Teaching Hospitals Complex, Ile-Ife, Osun State or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder; to confirm that all information presented in its bid are true and correct in all particulars; that the firm is not in receivership, insolvency and bankruptcy. That none of the Director has ever been convicted by any court of Law.
  • Company’s Audited Accounts for the last three (3) years (2022, 2023 and 2024);
  1. Evidence of financial capability to execute the Project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the Project when needed;
  • Firm/Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project including copies of their Academic/Professional qualifications;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Job Completion Certificates.
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address.  The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized Officer of the Firm.

4.0.         SUBMISSION OF EXPRESSION OF INTEREST (EoI) DOCUMENTS

Interested Firms are to submit two (2) bound of Tender Documents separated by dividers and arranged as indicated above.  The documents should be submitted in a sealed envelope and address to:

Ile-Ife.

and clearly marked with name of the Project and Lot Number.

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and the Tender Document be dropped in the designated Bids Box located at the office of the Head of Procurement Department, OAUTHC not later than 12 noon on Tuesday 24th June, 2025.

5.0       OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS

The Expression of Interest (EoI) Documents will be opened immediately after the deadline for submission on Tuesday 24th June, 2025 at 12:00noon in the Hospital’s Auditorium Building.  Please, ensure you sign the Bid Submission Register in the Office of Director (Procurement Department) Room 7, Behind Administrative Block, Phase I, OAUTHC, Ile-Ife. If all Envelopes are not sealed and marked as required; the OAUTHC will not be held liable for misplaced or wrongly submitted bids.

6.0    GENERAL INFORMATION

  1. Bid must be in English Language and signed by an official authorised by the Bidder.
  2. Bids submitted after the deadline for submission would be returned unopened.
  3. All costs will be borne by the bidders
  4. The OAUTHC, Ile-Ife reserves the right to reject any and/or all bidding packages
  5. The OAUTHC, Ile-Ife will only recognize and correspond with only authorized Officers of the tendering Companies and NOT through individuals or agents acting on their behalf.
  6. This advertisement for invitation shall neither be constructed as a commitment on the part of the OAUTHC, Ile-Ife nor shall it entitle any Contractor to make any claim whatsoever and/or seek any indemnity from the OAUTHC, Ile-Ife.
  7. Bidders/Representatives and members of the public may be present during the bid opening ceremony.  The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) Representatives of Private Sector Professional Bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency and shall be made available to bidders upon request;
  8. Bid documents in soft copies are to be submitted and Bidders can as well submit through Post (Courier Services);
  9. Only shortlisted Firm’s EOI’ Evaluation will be invited at a later date for Request for Proposals.
  10. Obafemi Awolowo University Teaching Hospitals Complex also reserves the right to invoke the provisions of Section 28 of Public Procurement Act (PPA) without incurring any liabilities to the bidder.
